Sovereign Debt in the 21st Century: Looking Backward, Looking Forward

How will sovereign debt markets evolve in the 21st century? We survey how literature has responded to eurozone crisis, placing “lessons learned” historical perspective. The crisis featured: (i) return of problems advanced economies; (ii) a bank-sovereign “doom-loop” and propagation risk households firms; (iii) roll-over self-fulfilling dynamics; (iv) severe distress without outright defaults; (v) large-scale bailouts from abroad; (vi) creditor threats litigate hold out restructuring. Many these characteristics were already present crises are likely remain relevant future. Looking forward, our points growing role sovereign-bank linkages, legal risks, domestic default, official creditors, due new lenders such as China well increasing dominance central banks global markets. Questions sustainability default acute both developing economies.
